By way of letter, which was dated May 31, 2006, Parliament disclosed the following particulars of eight (8) Exemption Motions to the Contractor General.

Senator Dwight Nelson

A Motion for Exemption was approved in favour of Senator Dwight Nelson on September 12th, 2003. “Senator Dwight Nelson is a director of company, Stone, Nelson and Associates Ltd., which from time to time, enters into contracts with the GOJ to provide consultancy services having to do with labour and industrial relations, labour market reform and related undertakings”.

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of Stone, Nelson and Associates, nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

Senator Shirley Williams

A Motion for Exemption was approved in favour of Senator Shirley Williams on October 3, 2003. “Senator Shirley Williams is a Director of Matrix Group of Companies and Poly-Diagnostics Centre Ltd., which from time to time, may enter into contracts with the GOJ, to provide services having to do with engineering, construction, technical and analytical services”.

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of Matrix Group of Companies and/or Poly-Diagnostics Centre Ltd., nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

Senator Noel Sloley

A Motion for Exemption was approved in favour of Senator Noel Sloley on April 16, 2004. “Senator Noel Sloley is a Director of Jamaica Tours Ltd. and Car Rental, Estate Tours Ltd., Discover Jamaica Tours Ltd., Preferred Tours Ltd., Rutland Point Development Ltd. and Lisport Realty Ltd., which from time to time enter into contracts with the GOJ and its affiliated agencies, to provide services having to do with transportation and real estate”.

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of Jamaica Tours Ltd. and Car Rental, Estate Tours Ltd., Discover Jamaica Tours Ltd., Preferred Tours Ltd., Rutland Point Development Ltd. and Lisport Realty Ltd., nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

Senator Kern Spencer

A Motion for Exemption was approved in favour of Senator Kern Spencer on July 23, 2004. “Senator Kern Spencer is a Director of Butterfly Traders Ltd. which may from time to time enter into contracts with the Government of Jamaica and its affiliated agencies, to provide services”. 

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of Butterfly Traders Ltd., nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

It must also be noted the Exemption Motion does not identify the services which are provided by Butterfly Traders Limited.

 

Professor Senator Trevor Munroe

A Motion for Exemption was approved in favour of Senator Trevor Munroe on October 29, 2004. “Senator Trevor Monroe is a private consultant engaged to the Culture, Health, Arts, Sports and Education Fund (Chase Fund) (and) … from time to time … enters into contracts with the Government of Jamaica and its affiliated agencies to provide general consultancy services”.

 

The Exemption Motion does not disclose further details (beyond the Chase Fund) as to the Public Body/Bodies which has/have engaged or will be engaging the services of Senator Monroe, nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

Dr. Paul Robertson, M.P

A Motion for Exemption was approved in favour of Dr. Paul Robertson on February 18, 2003. Dr. Robertson is a Director of PKD Ltd. which, “from time to time enters into contracts with the GOJ”.

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of PKD Ltd., nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

It must also be noted that the Exemption Motion does not identify the services which are provided by PKD Ltd.

 

Mr. Clifford Everald Warmington, M.P

A Motion for Exemption was approved in favour of Mr. Clifford Everald Warmington, M.P. on April 23, 2003. Mr. Warmington is the Chairman and Chief Executive Officer of Strathairn Construction Company Ltd., a General Construction, Management Engineering and Quantity Surveying Company, “which from time to time enters into contracts with the GOJ or its agents”.

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of Strathairn Construction Company Ltd., nor does it disclose the details and/or value of any current and/or prospective contract(s).

 

Dr. E.V. Patrick Harris, M.P.

A Motion for Exemption was approved in favour of Dr. E.V. Patrick Harris, M.P. on July 20, 2005. “Dr. E.V. Patrick Harris is a shareholder of Tropical Exotics Jamaica Ltd. which operates a business on land part of the Hague Property which is owned by the GOJ. This company, from time to time, enters into contracts with the GOJ and its affiliated agencies, to provide services having to do with the farming and supply of fish products, as well as attraction and entertainment”.

 

The Exemption Motion does not disclose further details as to the Public Body/Bodies which has/have engaged or will be engaging the services of Tropical Exotics Jamaica Ltd. nor does it disclose the details and/or value of any current and/or prospective contract(s).
